La surveillance des travaux pour en assurer la qualit\u00e9 est effectu\u00e9e par le promoteur ou, le plus fr\u00e9quemment, par la firme qui a r\u00e9alis\u00e9 les plans et devis. Cette surveillance permet de valider que l\u2019exp\u00e9rience de l\u2019utilisateur sera conforme aux attentes (notamment par la v\u00e9rification de la forme des obstacles et \u00e9l\u00e9ments construits).<\/li>\n<\/ol>\n<p>[\/vc_column_text][vc_custom_heading]Conception-construction[\/vc_custom_heading][vc_column_text]Ce processus est aussi appel\u00e9 design-construction.<\/p>\n<ul>\n<li>Le promoteur d\u00e9finit le budget et la nature du projet. Par exemple, un v\u00e9loparc comprenant une pumptrack de XX m\u00e8tres carr\u00e9s, un parcours de sauts comportant au moins trois lignes de niveaux de difficult\u00e9 diff\u00e9rents et Y sauts pour chaque ligne;<\/li>\n<li>La conception et la construction sont r\u00e9alis\u00e9es par une firme sp\u00e9cialis\u00e9e.<\/li>\n<\/ul>\n<p>Ce processus convient bien \u00e0 l\u2019am\u00e9nagement de v\u00e9loparcs pour les raisons suivantes\u00a0:<\/p>\n<ul>\n<li>Il est difficile ou tr\u00e8s co\u00fbteux de d\u00e9terminer avec pr\u00e9cision la g\u00e9om\u00e9trie exacte des parcours et de chacun de leurs \u00e9l\u00e9ments, qui doivent s\u2019adapter le plus possible au terrain existant;<\/li>\n<li>Il existe peu de firmes ayant l\u2019expertise n\u00e9cessaire pour r\u00e9aliser des plans et devis de v\u00e9loparcs;<\/li>\n<li>Des entrepreneurs sp\u00e9cialis\u00e9s ont d\u00e9velopp\u00e9 une expertise en conception-construction.<\/li>\n<\/ul>\n<p>Le mode conception-construction est peu courant actuellement au Qu\u00e9bec, mais il pr\u00e9sente des avantages pour les projets de v\u00e9loparcs. En fixant le montant total du projet et en \u00e9tablissant les besoins de la population (et donc les caract\u00e9ristiques des am\u00e9nagements), ce mode donne aux entrepreneurs davantage de latitude et met la compr\u00e9hension du projet \u00e0 l\u2019avant-plan de la proposition, davantage que le prix.<\/p>\n<blockquote><p>Actuellement, les contrats r\u00e9alis\u00e9s en Conception-Construction des organismes publics du Qu\u00e9bec sont r\u00e9glement\u00e9s soit par le chapitre\u00a0II de la loi des cit\u00e9s et des villes (chapitre\u00a0C-19, r.2) dans le cas o\u00f9 le pouvoir adjudicateur est une municipalit\u00e9 et par la section II du chapitre\u00a03 du r\u00e8glement sur les contrats de travaux de construction des organismes publics du Qu\u00e9bec (chapitre\u00a0C-65.1, r.5) pour les autres. Il existe aussi des mod\u00e8les de contrats standards entre les parties soient les CCDC\u00a014 (contrat de design &#8211; construction \u00e0 forfait) et 15 (contrat de services de conception entre design-constructeur et professionnel).<\/p>\n<p>Ces textes de loi stipulent qu\u2019un appel d\u2019offres en conception &#8211;
